Anerkennung, Degree Recognition in Germany
Everything Indians need to know about getting Indian qualifications recognised in Germany — from the anabin database to Approbation for doctors, engineer rules, Zeugnisbewertung, and the full step-by-step process.
Do You Need Recognition?
Follow this two-step decision tree to find out what applies to your situation.
YES, Regulated Profession

Step 2, Is your degree from a German-recognised university?
anabin rating H+ or H±
Generally recognised — process is faster
anabin rating H- or not listed
Assessment letter (Zeugnisbewertung) from KMK needed
Regulated + not recognised
Long process (6–18 months). May need aptitude test or compensatory measures.
Regulated + recognised
Faster (3–6 months). Mainly document verification.
Unregulated + recognised
Often no formal process needed, just show your degree to the employer.

Get a Statement of Comparability (Zeugnisbewertung) for visa or employer purposes.

| Rating | Meaning | Impact |
|---|---|---|
| H+ | Fully recognised | Generally accepted without further assessment |
| H± | Recognised with conditions | May need additional documentation or assessment |
| H- | Not recognised | Formal Zeugnisbewertung from KMK required |
IITs (Indian Institutes of Technology)
Rated H+, fully recognised. For unregulated professions, employers accept IIT degrees directly. For regulated professions, the H+ rating speeds up the recognition stage.
NITs (National Institutes of Technology)
Typically H± — recognised with conditions. Varies by institution. Check anabin individually for your specific NIT.
State and private universities
Rating varies widely, many are H± or H-. Always check anabin before assuming recognition status. H- universities require a Zeugnisbewertung from KMK.
Doctor — Approbation Process
1. Verify your Indian medical degree at anabin
Check your university and degree level in the anabin database. MBBS from most Indian medical colleges is recognised, though some state-level colleges may have H± ratings requiring extra documentation.
2. Apply to the Landesbehörde of your target state
Approbation is granted by each German state (Bundesland) separately. The responsible office (Landesbehörde or Approbationsbehörde) differs, check the health ministry website of the state you intend to work in.
3. Submit your document dossier
Required documents: degree certificate, academic transcripts, internship / housemanship certificates, Führungszeugnis (police clearance from India), proof of German language level (Fachsprachprüfung or C1 Medizindeutsch), and a certified sworn translation of all documents.
4. Kenntnisprüfung or Anpassungslehrgang (if required)
The authority may require a Kenntnisprüfung (knowledge test) — a clinical examination in German, or an Anpassungslehrgang (adaptation course / supervised practice period). Not all applicants need this; it depends on the assessment of your training compared to German medical education.
5. Approbation granted — full licence to practise
Once all requirements are met and the authority is satisfied, your Approbation is issued. You are then fully licensed to work as a doctor anywhere in Germany under your own responsibility.
Working without formal Anerkennung
Most Indian engineers in Germany work without ever completing a formal Anerkennung process. German employers in IT, software, automotive, and manufacturing sectors regularly hire Indian professionals based on their degree and experience alone.
Blue Card visa requirement
For the EU Blue Card, you need proof that your degree is equivalent to a German degree. Either (a) your employer confirms this internally in your employment contract, or (b) you obtain a Zeugnisbewertung from KMK. Many large employers — especially in IT, handle this internally and do not require a KMK letter.
Skilled Worker Visa (Fachkräfte-Einwanderungsgesetz)
Degree equivalency is a formal requirement for the Skilled Worker Visa. Use the IQ Netz (Netzwerk Integration durch Qualifizierung) or the government's Anerkennungsberatung service to get a free assessment before applying.
Using the title "Ingenieur"
The right to formally use the protected title "Ingenieur" varies by state (Bundesland). Bavaria (Bayern), Baden-Württemberg (BW), and Hessen require registration with the Ingenieurkammer. Berlin and Hamburg are more relaxed. Check your target state's Ingenieurkammer website. Annual membership fees apply once registered.
IT without a degree (2023+ rules)
The 2023 Chancenkarte (Opportunity Card) and updated Fachkräfte-Einwanderungsgesetz allow entry to Germany based on professional work experience instead of a degree for IT roles. If you have 5+ years of relevant IT experience, you may not need degree recognition at all — speak to a Migrationsberater or immigration lawyer to assess your specific case.
Costs
- • Bachelor's degree: €200
- • Master's degree: €200
- • Apostille (recommended): additional
Timeline
- • Currently: 4–6 months (backlogged)
- • Apply online at KMK-Zeugnisbewertung portal
- • Submit certified translated copies
Blue Card applications
When your employer cannot internally confirm degree equivalency, a Zeugnisbewertung is required.
Skilled Worker Visa
Fachkräfte-Aufenthaltserlaubnis applications require formal degree equivalency proof.
State-level Anerkennung processes
Some Anerkennungsbehörden require it as a supporting document for regulated profession applications.
H- rated university
When your anabin university rating is H- or your institution is not listed in the database.
How to apply
Apply online through the KMK-Zeugnisbewertung portal. You will need to submit certified translated copies of your degree certificate, academic transcripts, and university information (course catalogues, accreditation documents). All submitted copies must be certified by a sworn translator — plain photocopies are not accepted.
1. Check anabin for your university and degree level
Go to anabin.kmk.org and search for your institution. Note the H-rating and any conditions listed. This tells you immediately whether a Zeugnisbewertung will be required.
2. Identify the correct Anerkennungsbehörde
Use the official "Anerkennung in Deutschland" portal (anerkennung-in-deutschland.de) to find which authority handles your specific profession in your target German state. The responsible body varies enormously by profession and Bundesland.
3. Get documents certified by a sworn translator
All documents must be translated into German by a vereidigter Übersetzer (sworn / certified translator). The translation must carry the translator's official stamp and signature. Certify the originals and translated copies, not just one or the other.
4. Obtain an apostille from Indian authorities
Original Indian documents need an apostille from the Ministry of External Affairs (MEA) of India before German authorities will accept them. Apply via the MEA apostille portal. This can take 1–3 months — start early.
5. Submit your application to the Anerkennungsbehörde
File the complete dossier, degree, transcripts, apostilled originals, certified translations, identity documents, and any profession-specific certificates. The authority will assess your application and may ask for additional documents.
6. Ausgleichsmaßnahme (compensatory measure) — if required
If the authority finds that your training differs from German requirements, they will issue an Ausgleichsmaßnahme. You choose between: (a) an Anpassungslehrgang, supervised adaptation course / practical training period, or (b) a Kenntnisprüfung — a knowledge or skills test. After completing the measure successfully, full recognition is granted.
7. Receive your formal recognition decision
The Anerkennungsbehörde issues a written decision (Anerkennungsbescheid). Full recognition allows you to work in your regulated profession in Germany. If recognition is partial, the decision will specify conditions.
